Description

Milestone Environmental Contracting Inc. (Milestone) and 7 Cedars Resource Management collaborated to establish 7 Cedars Milestone Inc. JV, an Indigenous joint venture. This partnership has successfully completed three phases of restoration work along a Forest Service Road near Slesse Creek in the Chilliwack area of British Columbia. Prompted by a significant 200-year flooding event causing washout and debris flow, the project engaged local First Nation companies including K & L Contracting and Seven Generations Environmental Services (SGES). Efforts focused on vital habitat restoration and upgrades to the forestry service road, particularly in fish-bearing tributaries. This involved removing accumulated debris flow and sediment, installing larger culverts under the Forest Service Road to restore water flow, and reinforcing cleared tributary banks with geotextile and riprap to manage erosion and sedimentation. Preparation for spring hydro-seeding was diligently undertaken across all disturbed areas. 

Subsequent phases addressed various challenges, including the demolition of an existing log culvert, the construction of a new design-build abutment log bridge, sinkhole repairs, rockfall hazard protection, and berm construction to fortify banks against future flood risks.

Key Solutions

Limited Cellular Service: Despite being only 20 km from the nearest town, cellular service was unavailable at the site. To ensure timely communication, Milestone equipped the crew with in-reach mobile devices and emergency satellite phones. 

Weather Challenges: The project faced extreme fire risks initially and heavy snow events in subsequent months. We adapted by modifying work sequences and adjusting schedules accordingly. 

Hazard Trees: Identification of several hazard trees necessitated subcontracting certified fallers to ensure safe falling before commencing work in those areas.

Vision

The joint venture between 7 Cedars and Milestone Inc., was established in 2020 and is majority-owned by 7 Cedars Resource Management Ltd., a 100 per cent Indigenous business owned and operated by members of Shxwha:y Village.

Plan 

In the inaugural six months of our partnership, we achieved a significant milestone with the completion of the initial phase of the Slesse Creek project. It was a collaborative project that engaged other First Nation companies including K&L Contracting and Seven Generations Environmental Services. 

Outcome 

Since the inception of this partnership, we have successfully completed three pivotal phases of the Slesse Creek project. These achievements not only underscore our collective capability but also pave the way for a promising and successful future working together.
