Description

The Fraser Cedar site is an important foreshore area on Kwantlen Indian Reserve No. 1, in Whonnock. Adjacent to the Fraser River and Whonnock Creek, it was an area traditionally used by ancestors of the Kwantlen people, and continues to be an important area for Kwantlen’s future generations. Seyem’Qwantlen and Milestone Environmental Contracting Inc. established a joint venture to complete the Remediation and Restoration of the Former Fraser Cedar Mill Site. This tough job presented numerous technical challenges that were overcome through teamwork between Seyem’Qwantlen and Milestone. The partners worked collaboratively and respectfully with government funding and various consultants to ensure a successful remedial project.

Key Challenges

This project was unique in that standard measures of project success, such as being completed on budget and on time, although important, needed to be considered along with the direct involvement of Kwantlen through Seyem’Qwantlen Business Group, and the fact that land was to be repaired and returned to Kwantlen.

Key Solutions

This is truly an excellent, challenging and successful project and a source of pride for all involved. The process of developing the joint venture and securing multiple phases of remedial/restoration work at the site has not only enabled Kwantlen FN to take back control of their land but also allowed them to play an integral role in the remediation/restoration process. Kwantlen FN has been involved in all aspects of the project, all with an eye to future sustainable site development. This project has enabled Kwantlen FN to honour their land by repairing the damage done to it, and through projects like Fraser Cedar, Kwantlen FN is working to build strong environmental governance of their lands.

This project was shortlisted for a BC EMA award in 2018.

Project Scope

This project was undertaken in four distinct phases:

  • Remedial Excavation / Backfill / Water Treatment
  • Slope Stabilization
  • Water-based Demolition
  • Foreshore Sediment Removal / Remediation

Indigenous Engagement

Vision:

To ensure the direct involvement of the Kwantlen First Nation through their economic development arm, Seyem’Qwantlen Business Group, in remediating a site in an area traditionally used by ancestors of the Kwantlen people, and continues to be an important area for Kwantlen’s future generations.

Plan:

The plan was to collaborate and strengthen the relationship, and to build capacity to secure multiple phases of remedial/restoration work at the site, to build a future working together. The Seyem’Qwantlen Ltd./Milestone Environmental Contracting Inc. JV was formed with Kwantlen First Nation playing an integral role in the remediation/restoration process of a site so important and integral to the community

Outcome:

The Kwantlen First Nation was actively engaged in all facets of the project, always with an eye toward the future and the pursuit of sustainable site development. This endeavour provided Kwantlen FN with the means to honour their land by rectifying the damage inflicted upon it. Through initiatives like Fraser Cedar, Kwantlen FN is diligently working to establish robust environmental governance over their territories.
