National Manager of Environmental Health and Safety

POSITION SUMMARY:

Reporting to the CEO, the National Manager of Environmental Health and Safety will be responsible for ensuring the health and safety program is compliant with all corporate, regulatory, legislative and client requirements. Together with the regional leadership team, you will be responsible for the development, implementation and evaluation of environmental health and safety programs to ensure an industry leading position in all these initiatives. The National HSE Manager is responsible for all active Regions throughout Canada.

You’ll be responsible for implementation and regular review of these programs and procedures, ensuring complete alignment with each client’s specific health and safety policies and procedures. Additionally, you’ll certify that every employee and contractor group is operating safely and follows all environmental health and safety plans. These initiatives will be reinforced through ongoing training and communication strategies designed to keep their “safety first” mindset the number one and most important priority.

RESPONSIBILITIES:

  • Promotes occupational health and safety awareness.
  • Coach management on their HSE responsibilities
  • Conduct or oversee ongoing safety inspections of facilities, operations, and equipment to ensure compliance and safe working environment for all staff and subcontractors. Monitors and enforces compliance to regulatory and company requirements.
  • Participate in annual review of Job Safety Analysis’ (JSA’s), updating them as required.
  • Facilitates incident investigation and root cause analysis for sites and provides steps for corrective actions. Investigate accidents, prepare and conduct incident reports to discover causes and handle workers compensation claims.
    • Create and manage Safety Improvement Plan Implementations.
  • Identifies improvement opportunities and puts forth solutions/recommendations to continually support site improvement
  • Create and implement prime contractor agreement
  • Project proposals ( HSE write up, stats, Work safe, pre qualifications for clients)
  • Actively participate on projects, including process improvement initiatives and working with project management teams and site workers to develop and implement solutions to safety related issues on project sites.
  • Maintain and enforce subcontractor prequalification and management program
    • Responsible for completion of annual COR Audits through BCCSA.
  • Prepares and enforces policies to establish a culture of health and safety by implementing the HSE Program, monitor the safety program’s effectiveness and make any necessary changes.
  • Maintains ongoing correspondence with the relevant authorities in regard to all aspects of safety requirements
  • Conduct training and presentations for health and safety matters and accident prevention
  • Provide training to all employees on safe work practices
  • Monitor compliance to policies by inspecting employees and operations
  • Conduct national safety meetings
  • Conduct annual safety reset meetings
  • Administer equipment and machinery inspection program to ensure a proactive system to prevent unsafe conditions
  • Maintain safety related paperwork and safety training certifications for all employees
  • Set a good safety example
  • Responsible for reviewing relevant health and safety statistics, analyzing for trends or learning opportunities and preparing reports to distribute findings to both Management and project teams

QUALIFICATIONS:

Education Requirements:

  • Degree in Occupational Health & Safety, possess a CRSP designation.

Experience Required:

  • Minimum of 8-10 years of experience in Occupational Health and Safety management within a related environmental oil and gas or construction industry environment.
  • Previous work experience with disability management, accident investigation, workplace inspection and job hazard analysis.

Knowledge, Skills and Abilities:

  • Construction industry exposure / experience
  • Strong leadership abilities. Ability to build a team environment and foster teamwork.

  • Strong computer skills with proficiency in Microsoft Office (Word, Excel, Outlook)
  • Strong business acumen, understanding cost and opportunity management.
  • Significant knowledge of Environmental Health and Safety management, applicable federal, provincial and municipal regulations/legislations, Occupational Health & Safety Acts and their regulations.

WORK ENVIRONMENT:

Work is based out of Milestone’s Langley, BC office but frequent visits to Milestone sites and offices across Canada is required.
